At first Open your photoshop. now open your image. Firstly Use Brightness and Contrast. Increases the Brightness & contrast. Now press CTRL+I for Invert.Step 2:
Now select Brush Tool and Must be selected Foreground Color is White. and opacity and flow decrease low. Now use on eyes. This time uses a solid color. Select any solid color then ok. Now press CTRL+I for invert. And from blending mode select to overlay. Now again use on eyes to apply your color.Step 3:
This time use Hue and saturation. Click on clipping mask and now change any eyes color. You can choose any eye color which is better for you. and for more realistic color select the solid color layer and opacity decrease low.See The Working Screenshot Below:
