STEP-1:

At First Open Your Photoshop then open your image. then select the pen tool and select your image. After fully selected then mouse Right-click and Make a selection. Select the move tool. Now click on Mask.
Open your image. selected move tool and drag your image to this layer.

STEP-2:

Press Control T and Resize your Image. select your crop tool and crop your image. then press enter. Now take another image. Click on Mask selected this mask and select the Gradient tool. and drag your mouse bottom to top. Selected your mask and select brush tool.
Now drag your Subject layer to Top. Create a new layer for adding shadow. and select the brush tool and select foreground color is black. opacity must be decreases low.

STEP-3:

Take your smoke image. and from blending mode change to Screen. select this smoke layer then go to filter then Blur then select Gaussian Blur. Radius change as your desire. like as foggy. then click on ok.
Select your top of the layer and Hold Press Alter Control shift E to apply the current image. Select this layer and go to filter then camera raw filter. Increases and decreases just something as your desire.
Now Click on Ok. This time you can save this image.
